It is often a mistake for me to try to guess from implied information about what you are doing. That may mean you have something complex that you are doing, either behind the scenes or intentionally.
This configuration is usually done in a GEL file, so it is also unusual to see the "ARM9_0: GEL:" heading for the second line - I would not expect this to be running from a GEL file at this point. My first guess is that you do not have the EMIF configured correctly prior to loading the code. out file (or after, for confirmation), try looking at the SDRAM at 0xc0000000 and 0xc3000000 using the CCS Memory Browser to see if you can read and write memory there.
